He also represents a number of local fire and ambulance companies and community groups. Attorney Lombardo has handled personal injury cases from start to finish in all types of proceedings, including mediations, arbitrations, and jury trials. Attorney Lombardo was born and raised in Pittston, where he served three consecutive terms as a member of Pittston City Council. During his time working for the citizens of Pittston, he served as Director of the Department of Accounts and Finance. He was also instrumental in establishing Pittston’s Home Rule government. Additionally, Attorney Lombardo had the distinguished honor of serving as Deputy Mayor for the City of Pittston. Of Counsel Richard M. Goldberg Of Counsel < Back Attorney Richard M. Goldberg is of counsel at Hourigan, Kluger & Quinn. He consults with the legal team on a variety of issues. Attorney Goldberg was formerly part of the firm’s Business Team. He started with HKQ in 1964. He was widely regarded as the dean of labor law in Northeastern Pennsylvania. A graduate of Dickinson College and Dickinson School of Law, Attorney Goldberg holds a Master of Laws degree in Labor Law from Temple University Law School. In 2006, he was given the President’s Award by the Luzerne County Bar Association for his service to the legal community. He is also the recipient of a special President’s Award from the Pennsylvania Bar Association for outstan ding leadership. He has been designated a Pennsylvania Super Lawyer in the areas of employment and labor law every year since 2005 and was ranked a Top-Rated Lawyer for 2013 in the same areas of practice by American Lawyer Media and Martindale-Hubbell, a national lawyer-rating firm. Attorney Brian Gabriel Attorney < Back Brian Gabriel, originally from Forty Fort, PA, is an experienced attorney who brings his extensive expertise in commercial litigation, labor, employment, and municipal law to the team at Hourigan, Kluger and Quinn (HK&Q®). Before joining HKQ, Brian served as the Deputy City Attorney for the City of Lodi, CA. As the primary legal advisor on litigation matters, labor relations, employee negotiations, disciplinary matters, and municipal law issues. Brian has extensive experience guiding executive leadership on complex legal problems. Prior to his Deputy City Attorney role, Brian honed his skills as a Labor and Employment Attorney with Mastagni Holstedt, A.P.C., where he represented both private and public employees in labor grievances, administrative investigations, and collective bargaining negotiations. His tenure as Legal Counsel for the California Association of Highway Patrolmen further underscored his proficiency, where he provided critical legal support to a labor union representing 14,000 active and retired members. Brian’s diverse legal background also includes valuable experiences as an Associate Attorney at prominent law firms such as Young, Minney & Corr LLP and Wood, Smith, Henning & Berman LLP, as well as roles with the United States Attorney’s Office and the Office of the Secretary of Defense. In the United States Marine Corps, Brian served as a Platoon Sergeant and Assistant Operations and Training Chief. His military experience instilled strong leadership skills and a commitment to excellence under pressure. Graduating with a Bachelor of Arts in Political Science from Temple University, Brian later deepened his legal expertise at Pepperdine University School of Law, where he earned a Juris Doctor and a Certificate in Alternative Dispute Resolution. During his time at Pepperdine, Brian demonstrated leadership as President of the Veterans Legal Society. His exceptional accomplishments have been recognized with the 2024 Northern California Super Lawyer Rising Star award.
