Attorney Joseph E. Kluger is one of two Managing Principals at Hourigan, Kluger, & Quinn (HK&Q®) and heads up the firm’s Commercial Department. Having earned a reputation over the past 34+ years as one of the most capable business lawyers in northeastern Pennsylvania, he concentrates his work in real estate, estate planning/estate administration, and corporate/transactional law.
Attorney Kluger represents a vast majority of the lending institutions in and around Luzerne, Lackawanna, and surrounding counties, as well as some of the largest manufacturers, residential and commercial developers, and educational institutions. His practice in estate planning/estate administration includes structuring the simplest to the very complex estate plans for his individual, elderly, and corporate clients, as well as working through Pennsylvania inheritance and federal estate tax returns and litigation for descendants and their families.
Attorney Kluger serves as Chairman of the Board of Luzerne Bank and was previously the Vice Chairman of the Board of Directors of Penns Woods Bancorp (NASDAQ:PWOD) and a former Regional Board Director for Mellon Bank, N.A. He has served as lead counsel on real estate and financing matters in excess of $250,000,000, corporate acquisitions/sales in excess of $100,000,000, and multi-state workouts of national companies.
Attorney Kluger serves as a member of the Board of Trustees and legal counsel to both King’s College and Wyoming Seminary College Preparatory School and has been the solicitor for Luzerne County Community College for more than three decades. A Pennsylvania Super Lawyer, as previously designated by Super Lawyers Magazine, Attorney Kluger has been awarded the highest peer-review rating for ethical standards and professional ability by Martindale-Hubbell® for more than 20 years. In addition to serving on the boards of banks, corporations, and educational institutions, Attorney Kluger served as the Chairman of the Board of the Greater Wilkes-Barre Development Corporation, was a member of the Executive Committee of the Board of Directors of the Greater Wilkes-Barre Chamber of Business and Industry, and Vice Chair of the Governance Committee of the Board of Directors of the Luzerne Foundation. He also previously served on the Board of Directors of AAA Valley Automobile Club, the F.M. Kirby Center for the Performing Arts, the Innovation Center @ Wilkes-Barre, and the St. Joseph’s Center Foundation.
Attorney Kluger, a graduate of Hamilton College and Catholic University School of Law, is also admitted to practice law in New York, England, and Wales, is a former Assistant District Attorney, and was previously an adjunct professor for the American Institute of Banking.
